SOCIAL AND ECONOMIC SITUATION IN JANUARY 2015

The country’s estimated flock of buffaloes in the month decreased by 2 – 2.5% from the similar period last year; flock of oxen increased by 1.5 – 2%, dairy cows continued to grow fairly, by 2 – 2.5%. Pig and poultry breeding was relatively stable. As estimated, the country’s number of pigs in the month raised by 2 – 2.5% from the same period last year; poultry by 3 – 3.5%.

Forestry


In the month, the number of dispersed planted trees reached 571,000, went up by 0.5% from 2014’s same period; wood production achieved 396,000 m3, by 3.7%; firewood production gained 2.6 million cubic meters, by 2.7%.

The total damaged forest area in the month was 41.8 hectares; of which the fired area was 21.3 hectares; the destroyed area was 20.5 hectares.

Fishery

Estimated fishing production in January reached 412,400 tons, rose 3.3% from the same period last year, of which there were 302,300 tons of fish, up 2.8%; 42,800 tons of shrimp, up 7.5%.

Farmed production during the month was estimated to achieve 187,600 tons, rose 2.6% against the similar period last year, of which there were 131,200 tons of fish, up 1.1%; 32,600 tons of shrimp, up 9%.

January’s estimated caught production gained 224,800 tons, increased by 3.9% compared to the figures in 2014’s same period, of which there were 171,100 tons of fish, a rise of 4.1%; 10,200 tons of shrimp, a rise of 3%. Sea caught yield in the month reached 212,400 tons, grew by 4.1% from the same period last year.

Industry

January’s Industrial Production Index (IPI) was estimated to decrease by 2.8% against the previous month, and have a high growth of 17.5% from the same period last year. In the one-digit industry, the mining and quarrying grew by 10.7% over the similar period, contributed 3.8 percentage points; the manufacturing had a relatively high growth of 19.4%, contributed 12.3 percentage points; the power generation and supply increased by 20.9%, contributed 1.2 percentage points; the water supply and waste treatment rose 9.5%, contributed 0.2 percentage points.

Consumption index for the whole manufacturing in December 2014 increased by 5.4% against the previous month and rose 10.8% from the same period last year.

Generally, 2014’s consumption index for this industry went up by 11% over 2013.

As of January 1, 2015, stock index for the entire manufacturing grew by 9.6% from the same period in 2014. Stock rate for the whole manufacturing on average in twelve months of 2014 was 73.8%.

Labor employed index (LEI) for industrial enterprises as of January 1, 2015 had a rise of 0.5% from the previous month and 7% from the same period last year, of which the state sector increased by 0.5%; the non-state sector by 3.8%, and the FDI sector by 11.1%. As of above time, LEI of the mining and quarrying fell by 4.8% from the previous year’s similar period; the manufacturing grew by 8.1%; the power generation and supply by 0.7%; the water supply and waste treatment by 3.6% respectively.

The situation of the business activities

Enterprises registered for new establishment

In January 2015, the country had 6867 newly established enterprises with the registered capital of 31.7 trillion dongs, approximately the figures of 2014’s same period in the number of enterprises and reduced by 27.5% in the registered capital. The proportion of registered capital per enterprise in the month reached 4.6 billion dongs, fell by 20.4%; the newly established enterprises’s registered number of employees was 103,500 persons, went down 7.4%.

In January, sectors with an increase in the number of newly established enterprises compared with the same period last year were: Art, games and entertainment grew by 147.6%; education and training by 44.9%; real estate business by 41.9%; employment service, tourism, leasing machinery, equipments, tools and other support services by 30.8%. Sectors with a decrease in the number of newly established enterprises from 2014’s same period were: Health and social support

activities reduced by 42.9%; production and distribution of power, water, gas by 36.9%; mining and quarrying 19%; wholesale; retail; repairing automobile, motorbike by 14.6%.

Enterprises dissolved, suspended operations and re-operated

In the month, the country had 993 enterprises which finished the procedure for dissolving, down 3.4% over the similar period last year. Dissolved enterprises were mostly ones with the registered capital less than 10 billion dongs. The number of enterprises which had difficulty, suspended operations were 9772, rose 22.9%,

including: 3367 register for time-limited temporary cessation of operations; 6405 enterprises suspended businesses waiting for closing the enterprise code or without registration. The number of enterprises re-operated was 2872.

Investment

January’s realized investment capital from the State budget was estimated to reach 12,996 billion dongs, equaled 6.6% of the yearly plan and increased by 8.5% from 2014’s same period. Of which the capital under central management reached 2602 billion dongs, equaled 6.4% of the annual plan and increased by 4.5% from the same period last year; the capital under local management achieved 10,394 billion dongs, equaled 6.7% of the yearly plan and grew by 9.5% over the similar period in 2014.

From the beginning of the year to January 20, 2015, FDI attracted 44 newly licensed projects with the registered capital of US $ 392.2 million, went up 10% in the number of projects and 85.8% in the capital from the similar period in 2014. At the same time, 19 times of license-granted projects from the previous years were provided with additional capital of US $ 271.2 million. Thus the total registered capital of both newly and additionally financed projects reached US $ 663.4 million, grew by 67.1% against the same period last year. Estimated realized FDI capital in January of this year gained US $ 505 million, rose 8.6% from 2014’s same period.

In January, only the manufacturing attracted foreign investors with the registered capital of US $ 605.7 million, accounting for 91.3% of the total registered capital; other industries received US $ 57.7 million, taking 8.7%.

The country had 12 provinces and cities directly under the central management which received newly licensed FDI projects from 13 nations and territories.

Government revenues and expenditures

Total estimated government revenues for 15 beginning days of January 2015 achieved 35.3 trillion dongs, equaled 3.9% of the annual estimate, of which domestic revenues reached 25.5 trillion dongs, equaled 4%; collecting from crude oil achieved 3.5 trillion dongs, equaled 3.8%; from export-import balance 6.2 trillion dongs, equaled 3.6%. Of home revenues, 10.1 trillion dongs were from state enterprises, equaling 4.6% of the yearly estimate; 4.8 trillion dongs were from FDI enterprises (excluding crude oil), equaling 3.4%; 4.7 trillion dongs were from non-state industrial, commercial and non-state service taxes, equaling 3.9%; 1.6 trillion dongs were from individual income tax, equaling 3.1%; 320 billion dongs were from tax on environment protection, equaling 2.5%; and 2.5 trillion dongs were from land use fee, equaling 6.4%.

Total government expenditures for 15 beginning days of January reached an estimate of 42.2 trillion dongs, equaling 3.7% of the yearly estimate. Of which, spending for investment development achieved 6.5 trillion dongs, equaling 3.4% (only spending for capital construction reached 6.5 trillion dongs, equaling 3.4%); spending for economic and social development, national defense and security, state management was estimated to gain 30.1 trillion dongs, equaling 3.9%; paying debts and aids 5.5 trillion dongs, equaling 3.7%.

Trade, price and service

January’s total retail sales of consumer goods and services was estimated to reach 275.5 trillion dongs, rose 2.2% from the previous month and 13% compared with the similar period in 2014, if the factor of inflation were excluded, it would be 11.9%. Of which the state economic sector gained 29.8 trillion dongs, accounted for 10.8% of the total and grew by 13.7%; the non-state economic sector achieved 236.8 trillion dongs, took 86% and by 12.8%; the FDI sector reached 8.9 trillion dongs, took 3.2% and by 17.1% respectively.

By economic activity, retail sales of goods in January reached 211.4 trillion dongs, accounted for 76.7%, rose 3.1% from the previous month and 13.5% over the last year’s same period.

Accommodation and catering services gained 31 trillion dongs, represented 11.3% and grew by 2.9% against the previous month and 5.2% from the same period last year. Traveling service obtained 2.2 trillion dongs, took 0.8%, reduced by 1.8% from the previous month, increased by 12.3% from the similar period last year.

Other services achieved 30.8 trillion dongs, took 11.2%, fell by 4.2% over the previous month and grew by 18.5% against the identical period last year. The industry whose sales reached the highest growth rate compared with the previous month was the art, games and entertainment with a growth of 8.7%; the industry whose sales dropped sharply was the real estate business with a decrease of 11.5%.

Exports - Imports


Export turnovers in January of this year reached an estimate of US $ 12.9 billion, grew by 0.2% from the previous month. Of which the domestic economic sector achieved US $ 4.4 billion, increased by 3.2%; the FDI sector (including crude oil) reached US $ 8.2 billion, by 0.1%; crude oil gained US $ 290 million. About the export market in January 2015, the United States continued to be the biggest market of Vietnam with an estimated export turnover of US $ 2.6 billion, a rise of

12% compared with the same period in 2014; EU: US $ 2.4 billion, a rise of 10.5%; ASEAN: US $ 1.5 billion, an increase of 3.7%; China: US $ 1.4 billion, a growth of 2.5%; Japan: US $ 1.3 billion, a rise of 4.9%; South Korea: US $ 610 million, up 13.5%.

Import turnovers in 2014 reached US $ 148.1 billion, equivalent to the estimate. Import turnovers in January 2015 were estimated to obtain US $ 13.4 billion, dropped by 4.5% from the previous month, of which the FDI sector achieved US $ 7.8 billion, 2.4% decrease; the domestic economic sector gained US $ 5.6 billion, 7.3% decrease. Regarding the import market in January 2015, China was still the largest one of Vietnam with an estimated import turnover of US $ 4.2 billion, a sharp growth of 47.1% compared with the similar period in 2014; ASEAN: US $ 2 billion, up 26.6%; South Korea: US $ 1.9 billion, up 12.6%; Japan: US $ 1.2 billion, up 66.6%; EU: US $ 788.2 million, up 32.4%; the United States: US $ 580 million, up 34.1%.

In December 2014, trade deficit reached nearly US $ 1.2 billion, a growth of US $ 260 million compared with the estimate. Generally, in 2014, trade surplus gained US $ 2.1 billion, an increase of US $ 100 million against the estimate. January’s trade deficit was estimated US $ 500 million, equaling 3.9% of export turnovers, of which the domestic economic sector had a trade deficit of nearly US $ 1.2 billion; the FDI sector (including crude oil) had a trade surplus of US $ 690 million.

Consumer price indexes (CPI), gold price indexes and US dollar price indexes

January’s CPI fell by 0.2% from the previous month, mainly due to two times of adjusting to reduce domestic petrol price (December 22, 2014 and January 6, 2015) making prices of the group of transport have a sharp decrease of 3.96%, contribute 0.35% to the CPI’s general decrease rate. In addition, gas price reduced from January 1, 2015 impacted on CPI in January of this year. Other groups of goods and services with dropped prices compared with the previous month were: housing and constructional materials fell by 1.09%; postal and communicational services by 0.07%.

Groups of goods and services with slightly increased price against the previous month were: garments, hats, footgear grew by 0.51%; drinks and tobacco by 0.37%; medicines and health services by 0.29%; food and catering service by 0.28% (grain food rose 0.03%; foodstuff rose 0.42%); family appliances by 0.18%; culture, entertainment and tourist by 0.13%; education by 0.08% respectively.

Gold price indexes in January 2015 increased by 0.55% from the previous month; reduced by 1.41% over the same period in 2014. US dollar price indexes in January 2015 went up by 0.23% from the previous month; by 1.33% compared with 2014’s similar period.

Carriage of passengers and cargos


Passenger carriage in January was estimated to reach 272 million arrivals, raised by 5.4% and 12 billion passengers-kilometers, by 4.6% from the same period in 2014. Of which central transport reached 2.6 million passengers, decreased by 1.9% and 3 billion passengers-kilometers, increased by 5.6%; local transport gained 269.4 million passengers, grew by 5.4% and 9 billion passengers-kilometers, by 4.2%. January’s estimated passenger transport by road achieved 257.2 million passengers, grew by 5.6% and 8.8 billion passengers-kilometers, by 4.2% from the same period last year; transport by air reached 1.6 million passengers,

by 0.3% and  2.6 billion passengers-kilometers, by 4.6%; transport by sea gained 452,200 passengers, 2.1% increase and 21.5 million passengers-kilometers,  1.2% increase; only transport by rail gained 0.8 million passengers, down 6.3% and 0.3 billion passengers-kilometers, up 17.3%.

January’s cargo carriage reached an estimate of 86.5 million tons, rose 3.8% and 18.3 billion tons-kilometers, rose 1.4% from the last year’ same period. Of which the domestic transport gained 84.6 million tons, increased by 4.1% and 7.1 billion tons-kilometers, by 4.4%; overseas transport reached 2 million tons, decreased by 5.6% and 11.2 billion tons-kilometers, by 0.4%. Cargo transport by road obtained 66.5 million tons, grew by 4.1% and 3.6 billion tons-kilometers, by 4.8%; river:

15 million tons, up 4.7% and 3.1 billion tons-kilometers, up 4.3%; sea: 4.5 million tons, down 3.3% and 11.3 billion tons-kilometers, down 0.5%; rail: 0.5 million tons, 11.1% increase and 0.3 billion tons-kilometers, 10.7% increase.

International visitors to Vietnam


Estimated number of international visitors to Vietnam in January reached 700,700 arrivals, reduced by 9.7% from the last year’ same period, of which visitors coming by airway reached 561,900 arrivals, a decrease of 9.1%; by road: 131,900 arrivals, a decline of 12.3%; by sea: 6900 arrivals, a decrease of 9.9%;Visitors to Vietnam in the month from Asia achieved 439,200 arrivals, fell by 3.4% over the similar period last year. Visitors from Europe gained an estimate of 117,100 arrivals, went down by 11.9% from the last year’s identical period. Visitors from America reached 59,100 arrivals, dropped by 9.4% against the same period last year.

Social issues


Farmers’ food shortage

In January (as of January 20, 2015), the country had 3400 households suffering from food shortage, a rise of 25.9% from the previous month, corresponding with 14.6 thousand hunger persons, 24.7% increase. Compared to the figures in 2014’s same period, the number of households suffering from food shortage fell by 89.4%; the number of hunger persons by 89.1%. To overcome the problem, in the month, all administrative levels, sectors and localities provided difficult families with 250 tons of food.

Epidemic diseases and food poisoning


In January, the country had 1600 cases of  hemorrhagic fever, up 9.6% from the same period in 2014; nearly 1600 cases of hand, foot, mouth disease, down 31.2%; 04 cases of virus encephalitis, a decrease of 02 cases; 01 case of meningococcal disease, a decrease of 01 case.

In the month, 1300 HIV-infected cases were found, total number of living HIV-infected persons over the country as of January 17, 2015 was 224,800, of which 73,600 cases turned to AIDS. The number of persons died of AIDS over the country as of above time was 74,900.

The country in January had 05 serious cases of food poisoning, infecting 319 persons, of which 05 cases died.

Traffic accidents


From December 16, 2014 to January 15, 2015, the country had 2171 cases of the traffic accidents, including 952 cases of traffic accidents and 1219 cases of traffic crashing, killing 781 persons, injuring 583 persons and injuring slightly 1464 others. In comparison with the same period last year, cases of the traffic accidents decreased by 8.7% (cases of traffic accidents less serious and more reduced by 6%; cases of traffic collision by 10.8%); the death fell by 13.2%; the injured persons by 1.5%; slightly injured persons by 9.1%. On average, each day in the month, the country had 70 cases of traffic accident, including 31 cases of traffic accidents and 39 cases of traffic crashing, killing 25 persons and injuring 19 persons and injuring somewhat 47 others.

Damage by natural calamity


According to preliminary report, natural calamity made 100 houses flooded, blown off, unroofed; 7 hectares of vegetables and 2400 hectares of aquaculture damaged; over 9900 m3 of soil, stone, concrete of roads blown off and swept away. The total value of damage caused by the disaster during the month was estimated about 20.6 billion dongs.

Fire and explosion, environment protection


From the beginning of the year to January 15, 2015, the country had 241 cases of fire and explosion, killing 16 persons and injuring 13 others, the total value of damage was 64.8 billion dongs. In the month, authorities found 455 cases of violating regulations of environment protection, of which 317 cases were treated with total fine of over 9.2 billion dongs.
